Description

In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technical Laboratory (NETL) intends to award a purchase order on a sole source basis to GeoTek Limited for a system upgrade for the NETL-owned multi-sensor core logger. The system upgrade will include a Windows 10 acquisition PC, an integration kit, and virtual installation and training. The system upgrade will bring the operating system up to Windows 10 and integrate an existing handheld Vanta x-ray fluoresce spectrograph into the multi-sensor core logger. The system upgrade must be purchased from the original equipment manufacturer (OEM), GeoTek. This exact GeoTek Multi-Sensor Core Logger system upgrade package is required because it must be compatible with the existing equipment used at NETL for ongoing research projects. This is considered a sole source to GeoTek because, to the best of the NETL’s knowledge based on market research conducted, GeoTek is the only known source that can provide this exact system upgrade package. GeoTek is the sole source provider of this upgrade package as they are the manufacturer and seller of the multi-sensor core logger that NETL currently owns and operates. GeoTek does not have any authorized resellers or distributors. No known potential alternate sources exist which could satisfy NETL's requirement.

This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 4:00 PM EDT on March 17, 2023. Responses must be submitted in writing to the purchasing agent, Lora Stumpf, via email at stumpf@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received.

A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
