Project Title: FY24 Gate Fabrication Contract Santa Fe and Carson NFs

This is a combined synopsis/solicitation for commercial products prepared in accordance with the format prescribed in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation quotes are being requested and a written solicitation will not be issued. Solicitation 127EAV24Q0070 is issued as a request for quote (RFQ). This procurement is being issued as a 100% SMALL BUSINESS SET-ASIDE. The Santa Fe and Carson National Forests are seeking to purchase newly fabricated forest road gates. The applicable NAICS is 332312 Fabricated Structural Metal Manufacturing, for which the small business size standard in employees is 500 (PSC: 5450 MISCELLANEOUS PREFABRICATED STRUCTURES). This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Regulation Circular 2024-05 dated May 22, 2024. The result of this requirement will be a Firm Fixed Priced (FFP) contract. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so. The contractor shall provide pricing in accordance with the Schedule of Items.

The (Contractor) shall provide Twenty-four (24) single-arm gates and ten (10) double-arm gates shall be fabricated for compliance with this contract. All single-arm gates shall be sixteen (16) feet in length and all double-arm gates shall be thirty-two (32) feet in length with each arm of all double-arm gates being sixteen (16) feet in length. Gates fabricated in compliance with this contract shall be consistent with all attached drawings and specifications including those shown in Figures 1 and 2 in accordance with the attached SOW.

If the location of the finished gates is within one hundred (100) miles of either project location, delivery of the gates shall be excluded from this contract. If gate delivery is required by this contract, ten (10) single-arm gates and five (5) double-arm gates shall be delivered to the Santa Fe National Forest administrative site and fourteen (14) single-arm gates and five (5) double-arm gates shall be delivered to the Carson National Forest administrative site.

Additionally, forty-four (44) separate locking posts shall be fabricated to accompany each gate arm. Locking posts shall be eight (8) feet in height and shall be delivered to the same locations as the individual gate arms if gate delivery is required by this contract.

1. Questions and Answers. All questions regarding this solicitation must be submitted no later than 1700 Mountain time on July 8, 2024. Questions will only be accepted via email. Emails should be addressed to the attention of the Contract Specialist Shavera Leveille at shavera.leveille@usda.gov. All answers will be posted to SAM.gov by 1700 Mountain Time July 10, 2024.

2. Deadline for Response: 1700 Mountain Time on July 16, 2024, or sooner.  

3. Period of Performance: August 15, 2024-October 14, 2024.

4. Basis for Award: Offers will be reviewed for conformance to the requirements of this RFQ. Award will be made based on the Lowest Price Technically Acceptable (LPTA) offer that meets or exceeds the acceptability standards for technical factors listed in section M.
