One NSN for A-BE; Blackhawk Weapon System, Sole Source, Long Term Contract OEM: Honeywell International

This agency proposes to issue a solicitation for a long-term strategic/sole source contract which will include one NSN to support the UH-60 Blackhawk Weapon System. The NSN targeted to be added for this contract effort is NSN: 6115-01-252-0367; Part Number: 28B262-35-C, Noun: GENERATOR, ALTERNATI with the following specifications: AMSC Code: 1B, AMRC Expiration Date: 21 January 2026. The required Production Lead Time will be 540 days after contract award. The proposed action is intended to be on a sole source basis with various contracts issued to other associated Contractor and Government Entity(s) (CAGEs) as supported by a J&A IAW FAR 6.302-1 “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements”. The proposed sole source contract will be issued to Honeywell International CAGE: 02LU7. Items provided by the following Honeywell International CAGE Codes are covered by this acquisition: 91547, 02LU7, 99193 and 81996.

The proposed requirement will be for a total of six (6) years period of performance. The estimated annual demand is 93 units per ordering period.  Letters expressing interest in subcontracting provided to the contracting officer will be forwarded to the identified OEM.  This is proposed to be a FAR 15 effort.  If other NSNs are subsequently added, as defined by the terms of the contract, they will be synopsized separately.

This item is being added to the new Honeywell Supplier Capabilities Contract, a multiple year, Requirements Type Contract, in accordance with the originally approved J&A.  However, the NSN identified here was not included in the list of original items synopsized for this effort. The contract requires supply of parts, as well as other functions including but not limited to inventory management, forecasting, distribution, storage, reliability improvements, engineering maintenance and design control affecting these parts.

THIS ACQUISITION CONTAINS TECHNICAL DATA WHOSE EXPORT IS RESTRICTED BY THE ARMS EXPORT CONTROL ACT (TITLE 22, USC., SEC 2751 ET SEQ) OR THE EXPORT ADMINISTRATION ACT (TITLE 50, USC., APP 2401-2402) EXECUTIVE ORDER 12470.  THIS INFORMATION CANNOT BE RELEASED OUTSIDE THE UNTIED STATES WITHOUT PRIOR APPROVAL OF THE GOVERNMENT.

EXPORT CONTROL REQUIRES THE APPLICABLE CERTIFICATIONS TO BE CURRENT FOR BOTH THE QUOTER AND MANUFACTURER. THE OFFEROR AND ANY SOURCE(S) OF SUPPLY IT WILL USE FOR CONTRACT PERFORMANCE MUST HAVE AN ACTIVE UNITED STATES/CANADA JOINT CERTIFICATION PROGRAM (JCP) CERTIFICATION TO ACCESS EXPORT-CONTROLLED DATA. DLA DOES NOT INTEND TO DELAY AWARD IN ORDER FOR AN INELIGIBLE OFFER OR ITS SOURCE(S) SUPPLY TO APPLY FOR AND RECEIVE AUTHORITY APPROVAL TO ACCESS THE EXPORT-CONTROLLED DATA.
