Description
The Library of Congress (LOC) requires installation of recently procured emergency alert beacons to be installed in
identified locations throughout the LOC Capitol Hill campus buildings (John Adams, James Madison, Thomas Jefferson) in
Washington, DC. The installations are designated for areas where neither building alarms nor the public address
speakers are sufficiently audible to alert staff and visitors of building emergencies. Without the installation of these
beacons, building occupants may go completely unaware the building(s) are in a state of emergency. Additionally, there
are numerous hearing and visually impaired staff working throughout the LOC’s Capitol Hill campus buildings, in areas
where staff is minimal and the Wireless Fidelity (WiFi) and cellular telephone coverage is limited and/or insufficient to
receive emergency alerts on government-issued and personal devices.
Questions related to this solicitation must be submitted to the Contracting Officer, David Leonard, via email at dleonard@loc.gov and the Contract Specialist, Abby Schultz, via email at aschultz@loc.gov no later than June 10, 2024, at 10:00 A.M. Eastern Standard Time.
The Library will provide answers to questions of a substantive nature to all offerors. The Library will not guarantee answers to questions received after the required question submittal date/time.
This procurement is a full-and-open competition. There is no set-aside for small business.
Proposals are due no later than June 17, 2024 at 11:00am Eastern Standard Time and must be submitted via email to the Contracting Officer, David Leonard, via email at dleonard@loc.gov and the Contract Specialist, Abby Schultz, via email at aschultz@loc.gov

This RFQ is not to be construed as a contract or commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of requested proposal documentation.
