Description

This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 – Synopsis of Proposed Contract Actions.  The Library intends its soliciting to expand the pool of available Electronic Resources vendors and products available to its members by soliciting proposals for new single-award IDIQ contracts.  Interested parties that offer Electronic Resources are encouraged to respond to the information in the solicitation FLCDF20R0026. Question or comments to this Notice of Intent should be directed to Christopher Saunders Contracting Officer, at csaunders@loc.gov. Please indicate in the subject of your e-mail: Notice of Intent – FEDLINK Electronic Resources.

This solicitation will result in multiple indefinite delivery, indefinite quantity (IDIQ) contracts.  Individual orders may be placed on a firm fixed unit prices basis, the cumulative value of which will not exceed the maximum defined in the contract limit.

The Contractor delivers or provides access to commercial off-the-shelf electronic information resources for the FEDLINK program.  Information products and services shall be available for ordering agencies with multiple organizational levels and geographic locations nationwide and/or worldwide. 

Contracts may be divided into four lots as follows: 

  • Lot 1 – Electronic Resources/Databases
  • Lot 2 – Document Delivery Services
  • Lot 3 – Associated Publications
  • Lot 4 – Specialized Access/Product Integration

Contractors must offer products/services under Lot 1 in order to provide products/services under Lot 3, and must offer products/services under Lot 1 and/or Lot 2 in order to provide products/services under Lot 4. 

Note that electronic training and online courses are not the focus of this solicitation and are out-of-scope.  Only educational, electronic training, and online courses that supplement, support and interact with the products and services offered under Lot 1 are allowed.  Such an offering is limited and must be directly related to the products/services offered under Lot 1.
