Description
The Northwest Zone CSA 3 intends to establish Blank Purchase Agreements for Prescribed Burning Services for a total of three forests including Malheur, Umatilla, and Wallowa-Whitman National Forests. This BPA will last 10 years with a pool of up to 15 contractors.
The intent of this BPA is to provide a complete landscape burn module consisting of a type 2 Burn Boss (RXB2) and complete prescribed burn complement, 5-person hand crew module(s), type 6 engine(s), type 2 tender(s), and a type 3 dozer with transport to assist with prescribed burning. Prescribed burn services may include implementing a government furnished burn plan with the entire burn crew, providing specific modules and/or equipment, and operational duties such as fire line construction and/or maintenance, hand fire line construction, fuels pullback, skidgeon, brushing/lopping/scattering/pruning, ignition, holding/suppression, burning of hand or grapple piles, mop-up, and patrol. The Contracting Officer’s Representative or Inspector (PI) will describe the specific objectives of any operational duty, normally during a pre-operational briefing. The objectives and operational duties may change during prescribed fire operations, and the Contracting Officer’s Representative or Inspector will be the only designated person to communicate such changes. The Contractor shall provide all services, supervision, equipment, and supplies (except those specified as Government furnished), transportation, and qualified personnel (see the List of Attachments Exhibit B) necessary to meet the contract specifications
