Description

THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation 1333MG-25-Q-0036 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2025-03.
The National Oceanic Atmospheric Administration (NOAA), National Centers for Coastal Ocean Science (NCCOS) has a requirement for Annual Pipette and Balance Services at the NOAA Hollings Marine Laboratory. All services rendered shall be in accordance with the Statement of Work, and the Service Contract Labor Standards, Wage Determination No. 2015-4427, Date of Last Revision 12/13/2024. The estimated period of performance is February 14, 2025 – February 13, 2026.

The Government will award a firm fixed price contract based on price. Quotes shall include all costs associated with each CLIN unless otherwise indicated on the vendor’s quote.

This RFQ is set aside for Small Business. The associated NAICS code is 811210, Electronic and Precision Equipment Repair and Maintenance

Additionally, each offeror must provide the following information with the quote:

1. The Request for Quote (RFQ) number;
2. The Name, Address, Telephone Number, and Unique Entity Identification (UEI) of the Offeror;
3. Fill in your quoted unit and total price/s in the space provided on this page for each CLIN
4. Per 1330-52.222-70, provide a statement that you understand and will comply with the sexual harassment prevention and response policy.
5. Include a statement specifying the extent of understanding and agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration;
6. Acknowledgment of Solicitation Amendments (SF-30), if any,

All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 11:00 A.M. Eastern on February 10, 2025; any award resulting from this RFQ will be made based on best value to the Government. Factors considered will be technical approach and capability, past performance, and price. Quotes must be submitted electronically via e-mail to scott.beliveau@noaa.gov .

Telephone inquiries will not be honored.

The anticipated award date is on or about February 14, 2025.
The Government does not accept responsibility for non-receipt of quotes. It is the Contractor’s responsibility to request and receive a confirmation of the quote receipt.
