Notice of Intent to Sole Source: MEMORIAL OBSERVANCE CEREMONY EVENT PLANNING SUPPORT SERVICES.

The Department of Defense (DOD), Washington Headquarters Services, Acquisition Directorate, (WHS/AD) on behalf of Department of Defense (DOD) intends to issue a sole source award to Bridge Group LLC., (62 ½ Gertrude Place, Asheville, NC 28801-1425, CAGE: 1VCN3), to provide the DOD with Memorial Observance Ceremony  Event Planning Support Services. The services in questions pertains to providing, installing, operating all equipment. The contractor shall work directly with and receive guidance from the Government Event Production Manager and the Government Executive Producer.  This will include but not limited to set design, site layout, load and strike schedules, production schedules, rain delays or calls, all safety requirements to include wind and storm calls, and security requirements. The contractor shall also work directly with and receive guidance from the Government Show Producer.  This will include but is not limited to, scripting, show development, content development and execution, and show directing.  During show and rehearsals, the contractor department leads (i.e. Lighting, and Audio) will be responsible to take and execute verbal production cues from the Government Technical Director.  

The anticipated award will be made under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b) (1) (i) “Soliciting from a single source.” The NAICS code utilized for this procurement is 561920 - Convention and Trade Show Organizers. The anticipated period of performance will be September 8, 2023 through September 11, 2023.

A sole source award is required because the circumstances of the contract action deems only one source reasonably available. The Bridge Group LLC., the incumbent service provider, experience supporting memorial observance event planning ceremony is required to ensure seamless service delivery experience. Considering the time sensitive nature of this project, transitioning to a new provider will result in unnecessary delays or duplication of cost.

This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to be compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determine whether conducting a competitive procurement is in the best interest of the Government.
