SOLICITATION NOTICE for Construction

SOLICITATION NUMBER: 47PA0322R0015

This notice is a solicitation notice for the U.S. General Services Administration (GSA), Public Buildings Service, Central Office Region.  This notice is a solicitation announcement and is a request for proposal. 

This solicitation is a single firm fixed-price contract for new construction.  A price proposal and technical proposal are required.  

Solicitation and associated documents are posted with this notice.  This solicitation contains Sensitive But Unclassified (SBU) information documents.

The work to be performed under the terms of this contract include, but is not limited to, new marine support administrative building, boat maintenance/storage hangar, exterior vehicular parking spaces, outdoor lighting, as well as physical security equipment and infrastructure, including but not limited to, CCTV, Intrusion Detection System, Perimeter Security Fencing and Secure Entry.

The property is located on a parcel of land measuring .27 acres (1062 square meters) and located in the Balneario de Boquerón in Cabo Rojo, PR. The proposed project area is managed by the Puerto Rico National Parks Program leased to CBP on a long term basis. Access to the boat dock/ramps is located on the east side of the property entering the body of water, Caño Boquerón , a large naturally protected harbor.

The New Marine Facility will be constructed in a parcel land with a flat topography and classified as a flood hazard zone. The site is bordered on the north by the Department of Natural and Environmental Resources (DNER) Ranger Corps, on the south by the Puerto Rico Joint Forces of Rapid Action (FURA), on the east by a protected coastal lagoon, Caño Boquerón, and on the west by facilities of the Balneario de Boquerón (Public Beach) and Vacation Center.

This requirement will be issued as a Total Small Business Set Aside. The North American Industry Classification System (NAICS) code for this requirement is 236220 - Commercial and Institutional Building Construction; small business size standard is $39.5 million.

The magnitude of construction for this project is between $5,000,000 and $10,000,000.
