Description

The Commander Fleet Readiness Center (COMFRC) on behalf of the Fleet Readiness Center East hereby gives notice of their intent to Exercise 12 month Option, 7 April 2022 to 6 April 2023 on the previously awarded Task Order N6852021F0022, under base contract N6852021D0002 to LTM Inc., 103 Belltown Rd Bldg 2, Havelock, NC 28532 (Cage Code: 06WH5). 

The Fleet Readiness Center East utilizes logistics support services for Presidential Helicopter replacement (VH-92A) air vehicle, avionics, propulsion, and related components and accessories.  Services include logistics analysis such as Level of Repair Analysis (LORA), supportability analysis, maintenance planning, 3M data review, fielding analysis, development of an Individual Component Repair List (ICRL), Logistics Product Data LPD data analyses and analysis of technical manual source data. Additional support is needed to generate remove and replace instructions, repair instructions, and troubleshooting instructions for subsystems, avionics, and electrical systems which will populate the VH-92 IETM and Maintenance Plans. The contractors shall also develop maintenance planning task instructions for subsystems and their components, avionics systems, electrical systems, and associated support.

Per the FAR 6.302-1(a)(2)(iii)(A), For DOD, NASA, and the Coast Guard, Services may be deemed to be available only from the original source in the case of follow on contracts for the continued provision of highly specialized services when It is likely that award to any other source would result in- (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition; or (B) Unacceptable delays in fulfilling the agency’s requirements (See 10.U.S.C.2304(d)(1)(B)).

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within five (5) calendar days after the date of the publication of this synopsis, will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
