VEHICLE MAINTENANCE TOOL KITS WITH AUTOMATED INVENTORY

COMBINED SYNOPSIS/SOLICITATION:

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation is attached.  Solicitation W50S9H-23-Q-0016 incorporates provisions and clauses effective through Federal Acquisition Circular (FAC) 2023-04, dated 02 June 2023. This solicitation is being issued as Full and Open under North American Industry Classification System Code (NAICS) is 332216 – Saw Blade and Hand tool Manufacturing, with a size standard of 750 Employees. All qualified Businesses under this industry are encouraged to submit quotations.

DESCRIPTION OF REQUIREMENT: VEHICLE MAINTENANCE TOOL KITS WITH AUTOMATED INVENTORY CAPABILITIES

The Wisconsin Air National Guard has a requirement for Vehicle Maintenance Tool Kits with Automated Inventory capabilities.  See attached SF 1449 Solicitation for additional information and CLIN structure.

The specification document contained within the Statement of Work lists the tool brand currently used is to be used solely as reference.  No special consideration will be given to quotes that propose tools which match the brands of the current inventory. 

Keep tool manufacturer brands as uniform as possible.  Be sure to submit/ attach enough information for the Government to fully ascertain the specifications/ capabilities of any product quoted and determine technical acceptability. 

All quotes will be evaluation in accordance with the evaluation procedures described in this solicitation. 

PREFFERRED QUOTE CLIN STRUCTURE:

CLIN 0001 – Vehicle Maintenance Tool Kits, 11 Kits per the SF 1449 and Statement of Work.  Provide list of Tools, Part Numbers, Drawer layouts, Tool Kit dimensions, all Technical Data, and Warranty information.

Quotes must include estimated delivery date, SAM Unique ID Number, CAGE Code, and Tax Identification number.

SPECIAL INSTRUCTIONS:

Offerors shall be required to return the attached Standard Form 1449 Solicitation, W50S9H-23-Q-0016 signed and filled in appropriately as their offer along with any additional information required to state how the quoted items meet or exceed the minimum specifications and any additional fill-in provisions. 

All contractors MUST be registered in the System for Award Management (SAM) http://www.sam.gov database at the time of submission of quotes.

Pricing must be valid until 30 September 2023.

A question and answer (Q&A) will be posted, if required, approximately 2 business days after all questions have been received.

OFFER DUE DATE AND TIME:

Offers are due 31 August 2023 at 1:00 PM CDT.

LATE OFFERS:

Offerors are responsible for submitting quotations, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in this solicitation by the time specified in the solicitation. Quotations or modification of quotations received at the e-mail address specified for the receipt of offers after the exact time specified for receipt of offers WILL NOT be considered (ref. FAR 52.212-1(f)).
