Description
The Humphreys Engineer Center Support Activity (HECSA), 7701 Telegraph Rd, Alexandria, VA 22315 is seeking information from industry to assist with the development and planning of a potential new requirement. This is a DRAFT Request for Proposal (RFP) for acquisition planning purposes ONLY which will be used to develop an acquisition strategy and refine the solicitation. This is NOT a Final RFP and no Solicitation will be issued at this time. The Government will not reimburse respondents for any costs incurred in preparation of a response to this Notice. The Government reserves the right to reject, in whole or in part, any private sector input
as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey.
1. INTRODUCTION
HECSA, in support of the United States Army Corps of Engineers Finance Center (UFC), is seeking responses from vendors or integrators that will provide US Army Corps of Engineers Financial Management System (CEFMS) support services. HECSA intends to solicit and negotiate the current CEFMS requirement for services beginning appriximately 1 May 2023. The anticipated contract is a Single Award Task Order Contract consisting of a five-year orderring period with a one-year base ordering period and four (4) one-year option periods. This DRAFT RFP is not a request for competitive proposals, however, all informationreceived will be considered by the Government. A determination by the Government on how to compete future requirements for these services based upon responses to this DRAFT RFP is solely within the discretion of the Government. This DRAFT RFP does not constitute a commitment, implied or otherwise, that a contract will be issued. The Government invites comments.
NOTE: Attachment 4 is an example PWS from the first task order against the current W912HQ18D0007 contract. It is not the actual PWS for the first task order against the anticipated future contract.
