Description

The USAF Academy 10th Contracting Squadron is requesting information from potential providers of Mobile Vehicle Detailing Services. The North American Industry Classification System (NAICS) code is 811192, Automotive Detail Shops, Car Detailers, Car Washes, and the small business size standard is $9 million.

This sources sought is issued for the purpose of market research in accordance with FAR Part 10. The U.S. Air Force Academy, Colorado Springs, Colorado has a service requirement to routinely detail executive vehicles for USAFA events. An estimated 40-50 vehicles, primarily SUVs will be detailed per year. Vehicles will be washed by the Government personnel and the contractor would be responsible for drying, polishing, disinfecting and vacuuming the vehicles identified by USAFA personnel. This requirement is anticipated to be awarded as a firm fixed-price, multiple award Blanket Purchase Agreement (BPA) with a 5-year ordering period. The estimated period of performance is set to begin in 2023; firm dates have not yet been determined. The contractor will provide qualified supervision, transportation, equipment, tools, materials, chemicals and other items or services as needed.

The result of this market research will contribute to determining the method of procurement. This announcement is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or to award a contract. At this time, USAFA is not seeking proposals and will not accept unsolicited proposals.

The following is a synopsis of the requirement outlined in the Performance Work Statement (PWS):

The contractor shall provide nonpersonal vehicle detailing services for United States Air Force Academy to include polishing, disinfecting, vacuuming, and removing all debris from interior and exterior of vehicles identified by the Government. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform mobile vehicle detailing services as defined in this performance work statement except for those items specified as government furnished property and services.
