Naval Surface Warfare Center, Crane Division (NSWC Crane), Crane, IN intends to award a Cost-Plus-Fixed-Fee (CPFF) contract for an 87-day base period of performance (PoP) with a 100-day potential option period with Tech Marine Business (TMB), 100 M Street, SE Suite 800, Washington, District of Columbia 20003-3519.

In accordance with the statement of work, the International Fleet Support Program Office (IFSPO) PMS 326 executes and administers Foreign Military Sales (FMS) cases. PMS 326 primarily provides follow-on technical support (FOTS) to foreign navies. The purpose of this program is to provide eligible Foreign Navies access to a broad range of Life Cycle Support and other related services associated with the acquisition, operation, upgrade, modification, modernization, and maintenance of naval vessels within their inventory. The size and complexity of assigned FMS cases vary widely. The purpose of this contract is to assist PMS 326 in day-to-day management of Security Assistance programs and assigned FMS cases.

This effort will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1.  The basis for restricting competition is the unacceptable lapse in PMS 326 FMS support services.  Any interruption in FMS support services for PMS 326 would negatively affect mission readiness and long-term costs to the taxpayer. TMB is the only vendor capable of continuing to provide the Navy uninterrupted follow-on FMS technical support services.

A formal solicitation will not be issued.
