Request for Quote Number: FA4610-22-Q-0005

Project Title: Propane Blanket Purchase Agreement (BPA), Vandenberg SFB, CA

This Request for Quote is for the procurement of propane delivery, propane tank installation, and maintenance services at Vandenberg Space Force Base (SFB), CA.  This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.   

This procurement is being issued as a 100% Small Business Set-Aside under North American Industrial Classification Standard (NAICS) 325120, “Gases: Compressed and Liquefied”, with a size standard of 1000 employees.  The proposed period of performance for this BPA is five (5) years: 1 March 2022 – 28 February 2027.

Offerors should refer to the Performance Work Statement (PWS) and BPA Terms and Conditions incorporated in this RFQ for all information related to the description, specific tasks, and requirements for this procurement.

Quotes submission SHALL include the following documents:

1. SF 1449, Page 1, Block 12, Discount terms (payment terms such as Net 30); Block 17a, Name / POC / address of offeror (code = cage code; facility code = DUNS); Block 30a, Signature; Block 30b, Name / title of person authorized to sign offer; Block 30c, Offer date.

2. Price List Form, Attachment 3, completed and signed.

3. Copy of the current and applicable California Regional Terminal Price posted on the Butane Propane News (BPN) Letter used to compute the quoted Propane Unit Price.  

 4. Offeror’s Technical Capability document.  A one (1) page document describing offeror’s approach to meet the requirements for this procurement.  See Solicitation Section M, Item (a)(ii), Technical Capability for this requirement. 

All firms or individuals responding must be registered in the System for Award Management (SAM) (https://www.sam.gov).  Lack of registration in the SAM will make an offeror ineligible for contract award.
