Description

The Federal Bureau of Prisons (BUREAU) has need for a virtual peer recovery support service to augment traditional mental health and substance use disorder treatment for inmates referred by Community Treatment Services (CTS).  The service will provide a mobile application, will provide through tele-support or video-support mechanisms, and will be delivered to males and female inmates on personal cellular phones, laptops, and tablets. The virtual peer recovery support service will make certified peer support specialists available to the CTS inmate population 24-hours a day, 7 days a week. The peer support service will provide proactive support to inmates in recovery from mental health or substance use disorders. The peer support service will provide ongoing risk assessments and will monitor inmate quality of life perceptions.  Performance periods under this contract will be for a one-year base period estimated to begin September 01, 2022 with one (1) one-year option period, with services ending (if option year is exercised) on August 31, 2024.  These services required for this contract include a Base Year and Option Year One.

This will be an indefinite delivery, indefinite quantity type contract with firm fixed unit prices.

      Substance Use Disorder (SUD) - Peer Support (1010)

      The estimated maximum number of mandays is 91,250

      365 days x 250 inmates = 91,250

      The guaranteed minimum number of mandays is 9,125

      365 days x 25 inmates = 9,125

     Mental Health (MH) - Peer Support (1020)

     The estimated maximum number of mandays is 91,250

     365 days x 250 inmates = 91,250

These services shall be in accordance with the Federal Bureau of Prisons (BOP) Community Treatment Services (CTS) Peer Support - Statement of Work.  The request for quotation (Solicitation #15BCTS22Q00000028) will be available on or about August 01, 2022 and will be distributed solely through the General Services Administration’s web site (sam.gov).  This requirement will be set-aside for 100% total small business. Hard copies of the quotation will not be available.  The site provides downloading instructions.  All future information about this acquisition, including amendments, will be distributed solely through this site.  Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition.  

The estimated closing date will be on Wednesday, August 17, 2021 at 2 pm ET.  The BOP anticipates awarding a firm-fixed price contract.  All responsible business concerns may submit a quote which will be considered by this agency.   Questions concerning the Pre-Solicitation should be directed to Gary L.
