Synopsis:

This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued separately.

This solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-07 8/10/2022.

The solicitation number is 191BWC22R0010 and this solicitation is issued as a request for quote (RFQ).

This is a 100% Small business Set Aside. The associated North American Industry Classification System (NAICS) code is 562111 – Solid Waste Collection, with a corresponding small business standard of $41.5M. Only offers from small businesses will be considered for this solicitation.

Description: The United States section of the International Boundary and Water Commission (USIBWC) operates and maintains the Nogales International Wastewater Treatment Plant (NIWTP) in Rio Rico, Arizona. The USIBWC is seeking the regular removal of sludge from the filter press inside the NIWTP to an approved municipal landfill during the normal working hours of the Nogales Field Office:          

 
Refer to the attached SOW for description of the requirement to include but limited to; experience, licenses, insurance, equipment, personnel, and management.

 
The clause at 52.212-2, Evaluation-Commercial Items, applies to this acquisition.
 

The Government will award a contract resulting from this solicitation to the responsible Offeror based on Lowest Price Technically Acceptable. Technical acceptability will be based on Technical Approach and Past Performance.
 

Offeror shall provide:

Technical Approach - Provide a two (2) to three (3) page narrative addressing the items in the SOW. The narrative shall at a minimum include your plan of action and key team members.

Past Performance - Provide three (3) references for similar projects. The information shall include name of person, company, phone number, email address, and brief description of the project.
 

A copy of the solicitation 191BWC22R00100 Standard Form 1449, complete box 17a, 30a, 30b and 30c; complete pricing for line items 001 through 010, unit price and total cost for each line item (note use estimated amount for landfill fees, amount will be the same for all offerors), provide the total cost quote.
