RFQ - Trace Metals Sample Analysis

Amendment 0006 addresses responses to questions. Updates have been made to the Performance Work Statement (PWS), Attachment 1 ? Limits of Quantitation, Attachment 3 ? Final Reporting Requirements, and Attachment 6 ? Price Sheet. This is a solicitation for commercial items prepared in accordance with FAR Part 12, Acquisition of Commercial Products and Commercial Services, in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in FAR Part 13-Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and no other solicitation will be issued. The US Army Medical Research Acquisition Activity (USAMRAA) requests responses from vendors capable of performing low concentration analysis of non-potable waters (including high salinity waters), soil/sediment samples, and biological tissue samples for the trace metals and other parameters. The NAICS code is 541380, Testing Laboratories and Services, with a size standard of $19M. This is a requirement issued under a full and open solicitation. All capable vendors are encouraged to submit a quote. Please see the attached documents for details on this requirement, how quotes shall be submitted, and how evaluations will take place. Questions pertaining to the solicitation requirements shall be submitted no later than 11:00AM Eastern Time, 12 September 2023 to the Contract Specialist at monica.c.perez3.civ@health.mil. The Offeror shall submit one set of questions only; multiple e-mails will not be accepted. Questions not submitted electronically will not be answered. Follow up/additional questions will not be accepted after this date. Answers to all relevant and appropriate questions will be issued via amendment to the solicitation. Prior to submitting a quote via the PIEE Solicitation Module, all offerors shall establish a PIEE account. If offerors run into issues submitting a quote through the Solicitation Module in PIEE, submission by email directly to the Contract Specialist at monica.c.perez3.civ@health.mil and the Contracting Officer at jesse.d.nisley.civ@health.mil is acceptable as long as a separate email confirming the quantity of attachments submitted is sent in conjunction with the quote submission. If submitting by email, it is the responsibility of the Offeror to request confirmation from the Government on receipt of the quote.
