THIS IS A PRE-SOLICIATION NOTICE The Department of Veterans Affairs, Network Contracting Office 9 Central Region, 1639 Medical Center Parkway, Suite 400, Murfreesboro, Tennessee 37129 will be soliciting an Invitation for Bids (IFB) on or about 5/19/2023 for construction services for the following project: Project # 621-22-115 - Replace Buildings 160 & 77 Lower Roofs at the Department of Veterans Affairs, James H. Quillen VAMC, Lamont Street and Veterans Way, Mtn. Home, TN 37684. SET-ASIDE: 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) PROJECT MAGNITUDE: Between $1,000,000.00 and $2,000,000.00 NAICS: 238160 Roofing Contractors SMALL BUSINESS SIZE STANDARD: $19 Million PROJECT OVERVIEW: The project will require the selected contractor to provide all equipment, materials, labor, superintendence, safety, quality control, and administrative oversite to perform work for VA Project 621-22-115 - Replace Buildings 160 & 77 Lower Roofs as required per drawings and specifications at the James H. Quillen VA Medical Center, Mountain Home, TN 37684. Work includes, but is not limited to: inspection of existing detailed construction shop drawings for all trim, flashing, expansion joint covers and roof transitions; shop drawings of existing lightning protection system; demolition, removal, and disposal of existing bituminous asphalt system, Ethylene Propylene Diene Monomer (EPDM) roof system, insulation board complete to structural roof deck, existing cap flashing, trim, terminations, and expansion joint covers; removal and reinstallation of existing lightning protection system; removal and reinstallation of existing mechanical & electrical equipment and screen walls; general construction including installation of new equipment curbs, raising existing equipment curbs, rigid roof insulation, roof deck boards/cover boards, EPDM roofing system, walking pads, cap flashing, expansion joint covers, trim flashing, terminations and sealants; modification of existing storm water down spouts from above; update & reinstallation of lightning protection system to meet current standards, UL certification of lightning protection system; reinstallation of mechanical & electrical equipment and screen walls. Anticipated completion time from Notice-to-Proceed is 210 calendar days for the base bid. IMPORTANT NOTICE: Apparent successful offerors must have a current VETS 4212 report on file with the Department of Labor; be registered in SAM; and be registered in the U.S. Small Business Administration (SBA) Veteran Small Business Certification (VetCert) site at the time of submission of bid. Failure to be both verified by the SBA and visible on VetCert https://veterans.certify.sba.gov/ at the time of bid submission will result in the bid being deemed non-responsive. All offerors are urged to contact the SBA and submit the required documents to obtain verification of their SDVOSB status if they have not already done so. Questions related to this requirement will only be addressed in writing by way of email to the Contract Specialist at vance.rosebush@va.gov. The Project Number, Project Name, and Solicitation Number must be included in the subject line of all questions related to this requirement.
