Notice of Intent -Sole Source Gartner Inc.

 FEDBIZOPPS NOTICE OF INTENT FOR SOLE SOURCE:

Federal Student Aid (FSA) intends to award a non-competitive contract to procure licenses and services via fixed-price with Gartner, Inc. located at 56 TOP GALLANT RD, STAMFORD, CT 06902 USA, Tel: 240-586-1153 FEDLINK Contract #LCFDL21D0001.  Contract will be awarded using simplified procedures in accordance with FAR Part 13.      

Funds for contract award are not available at this time, therefore contract award will be subject to availability of funds.

1. Only one responsible source and no other services will satisfy the FSA requirement
2. Gartner is the only source to acquire the commercially available Information Technology Analysis Support via Seated Subscription Membership Research in CIO Executive Subscription, IT leaders, Technical Professionals, Enterprise IT leaders and Executive Programs).

           Enterprise IT Leadership Team Plus — Leader (New Subscribers) Qty 1

           Technical Professionals — Advisor Team — Up to 5 Seats Qty 1

           Enterprise IT Leadership Team Plus — Advisor Member Qty 4

           IT Leaders — Reference (Multi-User) Qty 1 

        3.Contract period of performance is September 30, 2022-September 29, 2023,

            with three (3) one-year option periods.

This synopsis is for informational purposes only and does not constitute a solicitation for bids or proposals. No Bids or Quotes will be accepted by FSA at this time.

Any offerors believing, they can provide the required Gartner Inc. licenses and software including the listed features and functions of the requirement described above may provide evidence for consideration. All qualified sources may submit a response, which if timely received, will be considered. Information received will be considered solely for the purpose of determining whether a competitive procurement can be conducted. A determination not to compete this proposed procurement based on response to this notice is solely within the discretion of the Government. Responses must be received NLT 11:59 am Eastern Standard Time (EST) on September 16, 2022. Late responses will not be accepted. Responses shall be sent email to Alicia.butler@ed.gov.

The Government does not intend to pay for any information provided under this announcement. Contractors must have a current registration with the System for Award Management (SAM) http://www.sam.gov.

The Government intends to award a Firm Fixed Price contract processed IAW FAR 13. The closing date of this synopsis is 11:59 am, Eastern Standard Time (EST) on September 16, 2022.
