Description

The U.S. Army Corps of Engineers, New England District is issuing Invitation for Bids for the Josias River (at Perkins Cove) Federal Navigation Project, located in Ogunquit, Maine. This procurement is a Small Business Set Aside Invitation for Bid (IFB). The NAICS code for the work is 237990 with a size standard of $37M. Construction is expected to take about one to four months to complete. The estimated construction cost is $1,000,000 to $5,000,000. Any responsible source meeting this standard may submit a bid to be considered by the New England District.This project will require dredging of approximately 10,700 cubic yards (CY) within the 7-foot deep Mean Lower Low Water (MLLW), 40-foot-wide channel, and 5- and 7- foot anchorages of varying width. Shoaled areas of the FNP would be dredged to authorized project depths of -5, and -7- feet at MLLW, plus one foot of allowable overdepth. A mechanical dredge will remove the coarse- and fine-grained material from the shoaled portions of the Josias River FNP and transport the material in scows to the Isles of Shoals North Disposal Site (IOSN), approximately 15.5 nautical miles southeast of the FNP. Dredging operations can start on November 1, 2024 for maintenance dredging using a mechanical dredge and placement in open water at IOSN. All work must be complete by April 15, 2025. In order to accomplish all dredging requirements within the specified dredging window the Contractor will need to meet a production rate of at least 4,000 CY per 30 consecutive calendar day period.Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted.
