Description

The USACE, Fort Worth District intends to negotiate and award a sole source contract in accordance with Federal Acquisition Regulations (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The requirement is to provide engineering services for design continuation (from the mid-point of channel design and of remaining floodwall features on top of previously designed and constructed piers under White Settlement Road and Henderson Street bridges) and post construction award activities associated with the Modified Central City, South Bypass Channel for a period of performance of approximately 46 months. Intent is to retain the A-E entity for the full duration of design continuation (approximately 18 months), during solicitation (approximately 7 months), and engineering during construction (approximately 21 months). Required services include, but are not limited to, development of design deliverables in accordance with Engineer Regulation 1110-2-1150, coordination meetings, review meetings, pre-proposal meeting, response to bidder inquires, construction submittal reviews, responses to contractor Requests for Information (RFI’s), execution of potential design changes, and attendance at necessary site visits and construction related meetings in order to ensure the design is properly executed, adjusted, and interpreted in order to deliver this project phase consistent with original design intent. 

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and no solicitation will be issued; however, any System for Award Management (SAM) registered firm that can meet the requirement may give a written notification to the Contracting Officer in the form of a capability statement, including an explanation how the contractor would be able to effectively leverage the previously developed midpoint of design. Responses must be provided by 5-Oct-2022  4:00pm (CST). A determination by the Government not to compete this procurement will be based on market research, including responses to this notice. It is within the Government's sole discretion to decide whether the information received in response to this notice warrants development of an alternative approach or not. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The USACE, Fort Worth District, will not reimburse any firm for developing a response to this notice. The NAICS code is 541330, and the size standard is $22.5M.
