Description

The MICC Fort Bliss has a requirement from the White Sands Missile Range (WSMR)-Department of Emergency Services (DES) to provide WSMR Contracted Security Guards. The Contractor shall be responsible for a full range of security guard and management duties, including planning, scheduling, report preparation, record preparation and maintenance, and quality control. The Contractor shall provide an adequately qualified staff of contract security guards (hereinafter referred to as CSG) personnel to perform all required security guard services outlined in the PWS. It is the Contractor’s responsibility to ensure the new requirements are complied with and met in accordance with (IAW) timelines as published in any new guidance as regulatory requirements change and become updated or superseded by more current regulatory guidance. The Contractor shall have a management staff with the necessary management expertise to ensure sound and efficient management practices in the performance of the work required under this PWS. The Contractor shall provide all vehicles necessary for the performance of services, to include emergency light equipment, supplies, transportation, tools, materials, supervision, and other items necessary to perform the CSG services as defined in this PWS.

The Contractor shall provide non-personal service(s). The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform services as described in the PWS and associated contract documents, except for those items specified in Part 3 Government Property and Services. The Contractor shall perform to the standards and acceptable quality levels identified in this PWS and associated contract documents.

The Contractor shall deter and prevent theft, criminal acts, espionage, sabotage, terrorism, or improper and/or unlawful threats in the areas they are required to patrol or guard. The Contractor shall provide emergency assistance when required. The Contractor shall hold and detain all suspicious persons or those who gain or attempt to gain unauthorized access to any areas or buildings patrolled or guarded by the Contractor. The Contractor shall safeguard and protect all Government classified, proprietary and sensitive information, documents, material, and equipment.
