*** National Oceanic and Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Sciome LLC of Research Triangle Park, North Carolina for nonpersonal services services library requirement for the enterprise type license version for the SWIFT Active screener opposed to individual licenses.


***The sole source determination is based on the National Oceanic and Atmospheric Administration’s (NOAA), Oceanica and Atmospheric Research (OAR) Earth System Research Laboratory (ESRL).  The vendor only provides the Enterprise version as sole source. “The NOAA Central Library requires a product that streamlines the workflow of article review which currently requires a significant amount of library research staff time and effort.  The Swift-Active Screener is the only article screening application that uses a statistical analysis algorithm to inform screeners when they have met a specific percentage of relevant papers, allowing screeners to know when to stop searching/screening.”

The Period of performance from 8/17/2022 rough 8/16/2023 and tentative option years through 2026.

***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
