Description

The purpose of this synopsis is to provide notice if Naval Information Warfare Center (NIWC) Atlantic's
intent to award a Firm Fixed Price (FFP) purchase order on a non-competitive basis to Northrup Gruman
Systems Corporation (NGSC) to procure a requirement for repair of (NGSC) P/N: LN-251 (Qty=1). The
repair consist of a bench check of the unit, repair of the broken military-standard (MIL-STD) circular
connector used for Ethernet, and a checkout of the P/N: LN-251 after repair. The Government intends to
negotiate solely with NGSC under the authority of FAR 13.106-1(b). Only one responsible source and no
other supplies or services will satisfy agency requirements. The NAICS Code is 334511 and the size
standard is 1,350 number of employees. This notice is not a request for competitive quotes; however,
any responsible source believing that it can fulfill the requirement may submit a capability statement,
proposal, or quotation. Responses to the pre-solicitation notice can be submitted via the NAVWAR E-
Commerce website at https://e-commerce.dc3n.navy.mil no later than 28 May 2024. All responses
received by 28 May 2024 will be considered by the Government for the purpose of determining whether
to conduct a competitive environment. A determination by the Government not to compete the
proposed purchase order based upon responses to this notice is solely within the discretion of the
Government. All responding vendors must be registered to the System for the Award Management
(SAM). Information can be found at https://www.sam.gov. Completing SAM registration means a
registered Unique Entity ID and Cage have already been created and are registered in SAM.gov prior to
