Description

The Government intends to award a single firm-fixed-price contract using the Lowest Price Technically
Acceptable (LPTA) source selection process (FAR 15.101-2) to the Offeror that is determined to be responsible
in accordance with FAR 9.103. Only proposals that are evaluated as Technically Acceptable will be evaluated
for Price. The Government intends to award without discussions, but reserves the right to enter into discussions
if determined to be in the best interest of the Government. Therefore, it is particularly important that each
Offeror provide its best offer. Proposals shall be reviewed to determine whether they conform to the formal
requirements of the solicitation. Failure to respond or follow the instructions regarding the organization and
content of the proposal volumes listed herein may result in the Offeror' s proposal being eliminated from further
consideration for award.


Questions are due on 29 Apr 2022 at 12:00 PM, EST. Proposal due date has been updated to no later than 12:00 PM EST, on 24 May 2022. Please acknowledge Amendment 1 (date change) on the second page of 1442 proposal document. Recommend all offerors (via telephone call to appropriate Government POC) confirm receipt of all
emailed proposals and revisions. Ensure you acknowledge all amendments in your proposal.

A site visit will be held on 26 Apr 2022, 09:30 AM EST. Participants will meet at the Patriot Golf Course front
Sign in Bedford MA (200 Springs Road Bedford MA 01730, Bedford, MA 01730). Contractors shall provide
the names of who will be attending the site visit no later than 22 Apr 2022, 9:30 AM EST by notifying all Points
of Contact listed above. Contractors will be limited to two (2) personnel, and must adhere to base, local, and
CDC guidelines.

RFI Answers: 

Q: Will the NTP be awarded after the permits are approved by the town? Just

because if it's awarded before the permits are approved and the duration of

the project is only 210 days, and the permitting/approval from the town

takes a year then you're stuck paying the liquidated damages through no

fault of the contractor.

A:  The Period of Performance (POP) included on p. 185 of the Statement of

Work (SOW), Part 3, Section 1.6.2, states the Contractor is to "Submit 65%

design plans within 60 days of NTP. Utilize 65% design plans to apply for

any required permits, i.e. Notice of Intent from local Conservation

Commission." Furthermore, the POP indicates that 60 days from the Notice to Proceed

(NTP), the Contractor may start applying for permits; and that within 75

days from the start of applying for permits (NTP + 135 days), construction

can commence. The Contractor is to do their due diligence in obtaining the specified

permits in this 75-day timeframe.  Should any "reasonable" delays occur in

the processing of permits, a letter of 30-day notice, is to be submitted by

the Contractor to the Contracting Officer for approval for an extension.
