Description

This Presolicitation Notice is prepared in accordance with FAR 5.204.

DESCRIPTION: The National Institute of Standards & Technology (NIST) intends to issue a Request for Quotation (RFQ) for Pure and Ultra Pure Water System Maintenance service for Building No. 81, located on its Boulder, Colorado Campus. NIST-Boulder has a state-of-the-art research laboratory (the Katharine Bloggett Gebbie Building) to support the most sensitive research done at NIST. Included in this building is a Class 100 microelectronics fabrication facilities, called the Boulder Micro-Fabrication Facility (BMF). Among the many critical pieces of infrastructure in this laboratory are the pure water system (PW) in the instrument laboratories, and the ultrapure water system (UPW) in the BMF. The work requirement is on-going work requirement in support of the laboratory with a contract duration of one (1) base performance year and four (4) optional follow-on performance years.

SOLICITATION WEBSITE: The official solicitation, when posted, will be available free of charge by electronic posting only and may be found at System for Award Management (SAM) website, www.SAM.gov. Paper copies of the solicitation will not be issued. Telephone and Fax requests for this solicitation will not be honored. Work requirement supporting documents shall be supplied via digital format, for example but not limited to *.pdf, *.doc, *.xls, or *xlsx.  Solicitation documents, once posted, can be viewed, navigated, inspected, or printed from solicitation posted on www.SAM.gov. To download the solicitation for this project, contractors are required to register at the www.SAM.gov website.  Amendments, if/when issued, will be posted to the above referenced website for electronic downloading.  This will be the only method of distributing amendments prior to closing; therefore, it is the Offerors responsibility to check the website periodically for any amendments to the solicitation.

ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates releasing the solicitation on or about 03 December 2022. Please take notice a Pre-Proposal Site Visit is scheduled to take place on Tuesday, December 6, 2022 at 10:00 AM (MT). Additionally, if you have any questions regarding the solicitation please prepare and submit to both primary point(s) of contact and CC the alternate point(s) of contact ahead of the pre-proposal site visit. Please notify points of contact if you plan on attending and be aware entry to facility and campus will have to be coordinated in advance. Additional details can be found in the solicitation when it is posted to www.SAM.gov. 

TYPE OF SET-ASIDE: This acquisition will be Full & Open.


TYPE OF CONTRACT AND NAICS: This RFQ will be for one (1) Firm-Fixed-Price (FFP) contract. The North American Industrial Classification System Code (NAICS) for this effort is 811210 Electronic and Precision Equipment Repair and Maintenance.

The FFP contract shall contain multiple Contract Line Items (CLINS) pertaining to performance years, maintenance type, and purity requirements of water. The solicitation shall contain more accurate details, once posted to www.SAM.gov:


REGISTRATIONS: Offerors shall have and shall maintain an active registration in the following database:

System for Award Management (SAM):  Offerors shall have and shall maintain an active registration in the SAM database at http://www.sam.gov to be eligible for a Government contract award.  If the Offeror is a Joint Venture (JV), the JV entity shall have a valid SAM registration in the SAM database representing the JV as one business/firm/entity.  If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
