Description
The Naval Air Systems Command (NAVAIR), Specialized and Proven Aircraft Program Office (PMA- 226), Contracted Air Services (CAS) program is issuing this Request For Information (RFI) as a means to seek feedback post award from potential offerors that expressed interest in this acquisition.. Potential offerors are categorized but not limited to those companies that provided responses to Sources Sought for market research, attended Industry Day and/or submitted questions to the RFP posting. NAVAIR will use any feedback received from industry when considering how to overcome barriers to competition for future requirements associated with CAS Hawaiian operating area helicopter services.
As a result of the 13 October 2021 Request For Proposal (RFP) posting for solicitation N0042121R0077, Naval Air Warfare Center Aircraft Division (NAWCAD) awarded a firm-fixed price, cost reimbursable, indefinite-delivery/indefinite-quantity contract on 26 May 2022.
Responses:
Interested businesses shall submit responses electronically to Lauren Wright, lauren.a.wright23.civ@us.navy.mil and Rhonda Link, rhonda.k.link.civ@us.navy.mil in Microsoft Word or Portable Document Format (PDF) no later than 11:00 am EDT on 28 June 2022.
All data received in response to this announcement, marked or designated as corporate or proprietary, will be fully protected from release outside the Government. Information and materials submitted in response to this request WILL NOT be returned. Classified material SHALL NOT be submitted.
Businesses who were interested in proposing to solicitation N0042121R0077 but did not propose should submit a response package on one-sided, 8.5x11inch pages in length with font no smaller than 10 point answering the questions listed in this notice.

- What was the reason you did not submit a proposal under Solicitation N0042121R0077?
- Were there specific technical requirements which prevented you from submitting a proposal?
- Were there substantial stand up costs which prevented you from submitting a proposal?
- Were the requirements within the Performance Work Statement (PWS) well defined?
- Were the Section L technical requirements too broad for industry to submit sufficient capability information concerning all evaluation factors?
- Were the Section L Past Performance too broad for industry to submit sufficient past performance concerning all the evaluation factors?
- Were the Section L Price requirements unclear?
- Other areas/information that industry may wish to provide.
This constitutes an RFI and it does not constitute a Request For Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to award a contract as a result of this announcement. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI notice. All costs associated with responding to this RFI will be solely at the expense of the interested party.
