Description

This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This synopsis/solicitation will be open for less than 30 days, in accordance with FAR 5.203(b). Request for Quote (RFQ) number is N66604-22-Q-0525.

Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) intends to purchase the following services:

1. Fifty (50) hours of Phone/e-mail help desk services for scenario development, bug fixes, and answering questions for Naval Simulation System Software (NSS) software licenses.

2. Twenty-four (24) hours of on-site support services (one 3-day trip to Newport, RI) with database/scenario development and installation corrections.

3. Thirty-six (36) hours of on-site training (one 5-day training period in Newport, RI) to instruct users on operation and maintenance of NS

F.O.B. Destination Naval Station Newport, Newport, RI. 02841. The Period of Performance is one year from date of purchase order award.

This requirement is being solicited on a sole source basis to Metron as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The North American Industry Classification System (NAICS) Code for this acquisition is 511210. The Small Business Size Standard is $41.5 million dollars.

Metron, Inc. is the only known source for support services related to NSS software licenses. NSS was developed by Metron as a Government Off-the-Shelf (GOTS) product. No other companies develop software for NSS. No other company has the expertise or capability to provide technical support for Metrons software.

This notice is not a request for competitive quotes. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

Incorporated provisions and clauses are those in effect through most recent Federal Acquisition Circular. FAR 52.212-1 Instructions to Offerors-Commercial Items applies. FAR 52.212-4 "Contract Terms and Conditions-Commercial Items," 52.212-5 "Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items," 52.209-11 "Representation by Corporations Regarding Delinquent Tax also apply to this solicitation."
