Description

NHL RECORDS DIGITIZATION PROJECT

This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format outlined in FAR Subpart 12, FAC 2005-87 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The resultant purchase order will be awarded using simplified acquisition procedures in accordance with FAR 13. This is a small business set aside in accordance with FAR 19. The National Park Service, Contracting Operations (ConOps) East, National Historic Landmarks Program seeks services to shall provide personnel, supplies, materials, and professional services required to digitize 47 linear feet of mixed federal records. The Contractor will complete, at a minimum, the following tasks:
-Provide a detailed schedule for retrieval and refile with the Federal Records Center (FRC). A cost estimate by state would be helpful, but not required.
-Digitize materials based on current professional standards and guidance set forth by the National Archives Administration (NARA). All textual and visual materials shall be provided to the NPS in JPEG (300 dpi JPEG files at 2400 (in width) pixels with appropriate corresponding length) along with a PDF that has run an optical character recognition (OCR) scan.
-The NPS will provide descriptive metadata in Excel spreadsheet format. The contractor will supplement the descriptive metadata with technical metadata (to be determined by the NPS) on the same spreadsheet.
-The government shall recall the specific boxes in the scheduled order supplied by the contractor (see project timeline) and ship the materials to the contractor in the labeled FRC boxes with the DI-105 form, Receipt for Property, to be completed and returned, upon receipt of the boxes.
-The contractor is responsible for packing the materials for safe return and ensuring delivery to the regional office after project work is complete.
This procurement will be 100% set-aside for Small Businesses. The NAICS code is NAICS is 541990 and size standard is $19.5M. All interested offers MUST have an active vendor record in SAM.gov, be a small business under the identified NAICS code and NOT have any exclusions such as a delinquent federal debt or debarment.

The solicitation number assigned to this requirement is 140P5124Q0023. The solicitation is issued as a Request for Quote (RFQ).

The Government intends to award a Firm-Fixed Price Contract to the firm that provides the best value without
discussions in accordance with FAR 13.106-2. All responsible sources may submit a quotation, which if timely received, shall be considered by the Agency. Companies must have valid UEI number and be registered with System for Award Management (www.sam.gov). SAM.gov offers free services. An offeror must ensure that they are self-certified under NAICS Code 541990 in the Representations and Certifications portion of SAM.gov.
