Description
This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 – Synopsis of Proposed Contract Actions.
The Library of Congress, Contract and Grants Directorate, intends to award a limited source contract for name brand MarkLogic software.
The MarkLogic platform software from MarkLogic Corp. has been implemented on the Library's servers since 2009 and has been the home of the Library of Congress Linked Data Service (LDS), ID.toe.gov, since 2011. LDS is used worldwide by libraries and other organizations engaging in linked data applications or explorations, with over 300,000 downloads of descriptions being requested of the service daily. Currently, the software supports linked data services to over 25 vocabularies and lists with the largest comprised of over 8 million descriptions.
The MarkLogic database is the Library's principle NoSQL system. No substitutions are acceptable as MarkLogic is the platform for a large amount of software that the Library has developed and the Library maintains for very large systems. The objective of this contract is to enable the Library of Congress to expand and enhance the applications operating on the MarkLogic platform.
The scope of this contract is to acquire ML Essential Enterprise (1YR Subscription, 8-Core) – Government license. This license is needed for a metadata migration project and it should cover ongoing security patching and version upgrades.
This is not a request for quotes or proposals. Interested parties that believe they could satisfy the requirements may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. Responses to this notice should demonstrate evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission of the Library of Congress. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
