Sources Sought Notice for Code Inspection Services

RFI 25-001

Princeton Plasma Physics Laboratory (PPPL), a national laboratory within the Department of Energy, is hereby soliciting information from potential sources for Plumbing, Electric, Fire and Building code inspection and consulting services for construction projects and existing conditions compliance and code review/research to help Authorities Having Jurisdiction, (AHJ) review existing construction conditions. The intent is to ensure construction, maintenance installations, or existing conditions
meet current building code and DOE regulations, and/or contract specific code requirements.

PPPL is seeking capability statements from all interested parties that possess the technical capability to provide support for the requirements as noted in the draft Statement of Work, including Large Businesses and all socioeconomic categories of Small Businesses and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI), for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for this effort. PPPL reserves the right to consider a Small, Small Disadvantage (SDB), 8(a), Women-owned (WOSB), Service-Disabled Veteran (SDVOSB), Economically Disadvantaged Women-owned Small Business (EDWOSB), or HUBZone business set-aside based on responses received.

Interested firms are requested to submit information in the form of a Capabilities and Qualifications Statement that includes: (1) Addressing all of the functional areas outlined in the attached draft SOW; (2) Summarizing relevant past experience; and (3) Addressing all questions in the attached Code Inspection Services Capability Statement Questions. Capabilities Statements shall not exceed 20 pages. The statement of capability shall be UNCLASSIFIED. Any information provided by industry to PPPL as a result of this sources sought synopsis is strictly voluntary. Responses will not be returned, nor will respondents be notified of the results of the evaluation. The information obtained from industry responses to this notice may be used in the development of an acquisition strategy and a future RFP (if applicable).

This capability statement should indicate the ability to be the prime subcontractor or lower-tier subcontractor and perform all aspects of the effort described herein. It is insufficient to provide only general brochures or generic information. Additionally, your responses must include the following: name and address of firm, size of business; whether they are Large, Small, SDB, 8(a), WOSB, SD-VOSB, EDWOSB, HUBZone, and HBCU/MI, and affiliate information: parent company, joint venture partners, and potential teaming partners.

All responses shall be submitted electronically via e-mail to Cheryl Colan at ccolan@pppl.gov no later than 4:30 pm Eastern Standard Time Zone, Wednesday, October 9,2024.

PPPL requires Plumbing, Electric, Fire and Building code inspection and consulting services for construction projects and existing conditions. This scope of work is requesting services for building and facility code inspections of construction installations for compliance and code review/research to help Authorities Having Jurisdiction, (AHJ) review existing construction conditions. The intent is to ensure construction, maintenance installations, or existing conditions meet current building code and DOE regulations, and/or contract specific code requirements.
Under the general direction of PPPL AHJs and Princeton Technical Representatives (PTRs), inspectors will be requested to review construction, maintenance or existing construction work installed by PPPL employees or subcontractors in accordance with basis of design codes identified on signed and sealed plans and or site enforced codes and regulations identified in this document.
The inspector shall be required to provide a written report intended to assist PPPL AHJ’s and/or DOE AHJs in confirming code compliant installations and or existing building and facility construction conditions.  This scope will require research and review of current and past building codes, DOE site specific standards, and DOE site specific building regulations imposed on our site by The Department of Energy.
