Description
The purpose of this synopsis is to notify interested parties that the United States Transportation Command (USTRANSCOM) Acquisition (AQ) office anticipates the issuance of a solicitation for complete transportation and storage services for Department of Defense (DoD) sponsored shipments of privately owned vehicles (POV) belonging to military service members and/or DoD civilian employees globally in accordance with the Defense Transportation Regulations (DTR), Joint Travel Regulations (JTR), and all applicable regulations.
The contractor’s responsibilities include, but are not limited to: (1) operating multiple Vehicle Processing Centers (VPCs), preparing POVs for shipment, and ensuring all necessary agriculture and customs clearances are accomplished; (2) arranging for and/or providing inland and ocean transportation of the POVs between VPCs, GPC storage facilities, and other worldwide designated or directed locations; (3) calculating excess costs for POV shipments and making data available to the Government; (4) providing In-transit Visibility (ITV) of all shipments; (5) arranging for the storage of POVs in support of Permanent Change of Station (PCS) orders, individual members, and employees on deployment and/or mobilization, and unit moves; (6) resolving POV inconvenience claims, loss, and/or damage claims; (7) accepting converted Government-paid POV storage to the contractor’s commercial account upon Service Headquarters (HQ) determination; and (8) providing data/statistical reports to the United States Transportation Command (USTRANSCOM).
The Government intends to offer a single, fixed rate with economic price adjustment schedule Indefinite Delivery Requirements contract with a potential eight-year ordering period to the responsible offeror whose proposal, conforming to the solicitation, will be most advantageous to the Government, general business compliance, technical capability, past performance, price, and other factors considered in accordance with the Request for Proposal (RFP). The Period of Performance for this requirement includes a five-month transition period, three one-year base periods, five one-year option periods, and a six-month extension per FAR 52.217-8, Option to Extend Services.
5-Month Transition: 1 May 2024 – 30 September 2024

Base Year 3: 1 October 2026 – 30 September 2027
Option Year 1: 1 October 2027 – 30 September 2028
