Intent to Sole Source

The 139th Airlift Wing, Contracting Office, Saint Joseph, MO intends to issue a sole-source contract to Ecology MIR Group LLC to support/provide a Modular Facility. The anticipated contract will be a Firm-Fixed Price (FFP) sole source acquisition to Ecology MIR Group LLC. Due to excessive duplication of cost for current infrastructure, disconnection of utility services, removal & delivery, security measures in place for the current leased facility and temporary relocation of the user during transition, Ecology MIR Group LLC is considered the only reasonable source.

The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A). The applicable NAICS code is 531120 and the size standard, as defined by the U.S. Small Business Administration, is $30M. This notice neither constitutes a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government.
