This is a Solicitation (RFP) for a competitive procurement set-aside for small business.

The Federal Highway Administration (FHWA) has a requirement entitled, “Infrastructure Materials Laboratories (IML) Support Services.” The Contractor(s) shall conduct advanced IML operations research and development projects and tasks in support of the FHWA mission and activities, as needed on a Task Order basis. Infrastructure Materials Research laboratories are located at the Turner-Fairbank Highway Research Center (TFHRC). The Government anticipates multiple, Indefinite Delivery Indefinity Quantity (IDIQ) contracts to be awarded for these Research & Development services with an anticipated ordering period of 60 months. The NAICS code is 541715- Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology). Task Orders will be Cost Plus Fixed Fee (CPFF), Firm-Fixed Price (FFP), or a hybrid of both.
