Balanced Scorecard model software & associated services - Please see attached SOW for details and submission instructions.

Edit: Addressing the question received below

Question- Please confirm if the team has one Balanced Scorecard (objectives, measures, initiatives) across the top level and four divisions OR if the team has one Balanced Scorecard at the top level and four additional Balanced Scorecards at the divisional level.

Answer: One scorecard across the top-level. All of the divisions’ objectives, measures, and initiatives are built around the top-level scorecard. However, the ability to add or purchase additional scorecards in the future is preferred, should the agency want each division to build their own scorecards.

Question- Does USDA have a preferred configuration, a FedRAMP Authorized Cloud Service Offering (CSO) or an On-Premise Offering (OPO)? Would USDA like us to provide pricing for a specific option or for both the CSO and OPO offerings?

Answer- The preferred configuration is a FedRAMP Authorized Cloud offering, however we will not turn away On-Premise if the other factors outweigh the platform.  If contractors are able to provide quotes for both if available, that would be great.

Question- The solicitation indicates a start date of July 1, 2023. Is the expectation that efforts begin on this date, or is the expectation that the software is fully installed and running by this date?

Answer- Efforts should begin on July 1, not be completed.  Quotes should include estimates on how much time is needed for each of the tasks. 

Question- The solicitation indicates a license request of 720+. Some contractors price the software by the seat. In order to provide accurate pricing, does USDA have a specific number of seats it would like to receive pricing on? If unsure, can USDA provide some pricing break points that could be used to provide pricing, such as 720, 800, 1000, etc?

Answer- We would like to make sure that all employees in our organization have access to the software and can see their contributions towards the plan execution. Our workforce number fluctuates in both directions, but we currently have about 720 employees. If that number changes, what is the pricing to add seats, and will the contract price decrease if the number of employees decreases?
