F-5 Adversary Squadron Contractor Logistics Support (CLS)

THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY

The proposed contract action is for services for which the Naval Air Warfare Center Aircraft Division (NAWCAD) intends to solicit and negotiate with only one source under the statutory authority of 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.

This acquisition provides for Organizational, selected Intermediate, and limited Depot level maintenance, and logistics support services for the DoN’s fleet of F-5 Adversary aircraft.  NAWCAD intends to award a Firm Fixed Price (FFP) and Cost-Reimbursable Indefinite Delivery Indefinite Quantity (IDIQ) contract to Amentum Services Inc. (Amentum) for up to eleven (11) months (01 April 2024 – 28 February 2025). The period of performance will include a three (3) month base period, two (2) three (3) month options periods, and one (1) two (2) month option period for a total of up to eleven (11) months. 

At this time, Amentum is the only source that can provide continued support to maintain critical fighter pilot training, combat mission readiness, and training of Carrier Air Wings and Strike Groups during this ordering period without an unacceptable delay or interruption to the Fleet.  This Organizational, selected Intermediate, and limited Depot level maintenance, and logistics support services is critical in ensuring fleet and adversary aircraft (F-5F/N) are operational and configured with required weapons systems for all training evolutions allowing continuous warfighting effectiveness assessments and identifying and mitigating capability gaps across the Navy’s F-5 Adversary fleet. Interruptions in this support could cause significant degradation of operational readiness levels for DoD assets deploying into global theatre operations directly impacting national security at home and abroad.

The determination to not compete this requirement is solely within the discretion of the Government and the Government is not considering responses to this notice. Although this notice of intent is not a request for competitive proposal or quotes, interested parties may submit capability statements in writing to the Contract Specialist, Ms. Kristin Nelson, Kristin.a.nelson13.civ@us.navy.mil, and Ms. Catrina Farrell, catrina.m.farrell.civ@us.navy.mil, no later than 11:00AM EST on March 26, 2024.
