Description
The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD intends to issue a Delivery Order under Basic Ordering Agreement (BOA) N0001922G0011 to Collins Aerospace on a sole source basis for the procurement of supplies and services in support of Series IV T56-A-427A engine Fuel Pump Meter Units (FPMUs), Propulsion Control Management Units (PCMUs) and Line Replaceable Units (LRUs). The LRUs support will include equipment procurement and engine components and repair for U.S. Navy and Foreign Military Sales (FMS) customers.
This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.”
The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." Collins Aerospace is the sole owner of the aftermarket rights for the T56-A-427A engine components from Rolls Royce, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis and in a cost effective manner. The BOA will be available for issuing orders for a period of five (5) years.

A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any responses received. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
