Diver Mussel Sampling Remediation Services

The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to negotiate on a sole source basis (IAW FAR 13.106-1) with Mainstream Commercial Divers, Inc., 322 Cc Lowry Drive Murray, KY 42071-2145, for mussel sampling for aquatic ecology projects.  The focus of project topics includes development of biotic indices of sampled communities and interpretations of abundance, population status and condition of both native and non-native species occurring in large river systems.

The minimum needs for this service contract are for the contractor to have: 1) experience sampling native mussels in rivers using total substratum removal methods as well as qualitative and transect survey methodologies for sampling large river mussel beds using divers; 2) experience with USACE diving requirements and hold certifications and 3) the ability to be approved for USACE dive projects.

The intended procurement will be classified under North American Industry Classification System (NAICS) 562910 – Environmental Remediation Services with a Small Business Size Standard of $1000.  This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement.  However, parties interested in responding to this notice shall submit technical data, including price, sufficient to determine capability in providing the same or similar product.  All capability statements received by the closing date of the publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
