MILITARY SEALIFT COMMAND
SHIP REPAIR AVAILABILITY 80/20 PILOT
REQUEST FOR INFORMATION
I. BACKGROUND
Military Sealift Command (MSC) is seeking industry feedback on implementing an 80/20 pilot for availabilities. The concept is to target award of availabilities 180 days prior to commencement of the performance period. The scope will be for all scheduled maintenance and is expected to be valued at approximately 80% of the Category A work. Following a joint ship check, unscheduled maintenance will be incorporated into the contract via a modification and is expected to be valued at approximately 20% of the Category A work. No change is planned for AGR/ODC (CLIN 0002) or Category B work (Option CLINs).
II. INFORMATION REQUESTED
The information being requested will be used within MSC to facilitate decision making and may be shared with other Government agencies involved in Ship Repair. This is a request for information (RFI) only and does not constitute a request for a proposal/quote nor obligates the Government to make purchase of any supplies or services now or in the future. The information sought and provided will be used for planning purposes only. In addition, if submitting proprietary data, please mark accordingly. All proprietary data will be handled IAW Government regulations. Please be advised that all submissions become property of the Government and will not be returned.
The enclosed document is the MSC Ship Repair Solicitation template. The proposed changed are marked on pages 2, 3, 5, 15, and 49. MSC request that Eligible contractors, as defined in Section C paragraph 3, to provide feedback, concurrence, or recommended changes by February 16, 2022.
Responses should include:
- Entity Identification: Name, CAGE, and Address.
- Point of Contact: Name, Telephone, Email.
III. RESPONSE REVIEW
Please mark and separate any limited release information with your response to this RFI. Response to this RFI or lack thereof does not constitute any obligation on the Government to pursue a follow-on effort, in part or whole, with specific vendors or otherwise.
