INDUSTRY DAY - Libby Dam - Generator Unit Six Installation

The United States Army Corps of Engineers - Seattle District (NWS) is hosting an Industry Day on 23 August 2022 to provide additional information on an upcoming requirement for a large civil works project valued between $10,000,000 to 20,000,000 to install and commission Generator Unit 6. This scheduled Industry Day will provide the only opportunity for a site visit to get an overview of the Libby Dam. Due to COVID restrictions and site security another opportunity will not be available until the solicitation period.

Please advise the Contract Specialist, Monique Paano (Monique.A.Paano@usace.army.mil) and Project Manager Mamie Brouwer (Mamie.S.Brouwer@usace.army.mil) of your plan to attend the Industry Day by submitting the Site Visit Required Security Information/Request for Attendance via email no later than 15 July 2022 at 3:00 PM Pacific Time. Late respondents, those not pre-registered, or those not providing the correct information will not be granted access to the site. Participation is limited to two representatives from each interested entity.

Additionally, please respond to the questions provided in the attached document titled: "RSVP Libby Dam – Generator Unit Six Installation Questionnaire". All Industry Day attendees may submit answers to the questions via e-mail. Answers may also be provided to the Government point of contact via e-mail prior to the Industry Day.

ATTENDING THE INDUSTRY DAY IS HIGHLY RECOMMENDED SINCE IT IS UNLIKELY THAT AN ADDITIONAL SITE VISIT WILL BE OFFERED. The industry day is open to the vendor community of prime contractors and significant subcontractors who plan to submit a proposal on the work described in the draft specifications.

DUE TO COVID ONLY TWO (2) PERSONNEL PER COMPANY MAY ATTEND THE INDUSTRY DAY. USACE REQUESTS THAT ONLY CONTRACTORS PREPARED TO PROVIDE A PROPOSAL FOR THE SOLICITATION ATTEND THE INDUSTRY DAY. If you are a significant subcontractor, you must indicate in your RSVP questionnaire response, what firm you are partnering with to bid the work to gain access to the site.  

Please ensure you bring your official Government picture identification to present to Security to gain entry to the site and powerhouse. Required personal protective equipment for the site visit includes face masks, hard hat, safety vest and boots/safety shoes. If you attend and do not have all of the required documents or equipment, you will not be granted access to the site.

In-processing begins for all Vendors at the main entrance. When you approach the gate, you will be required to present photo identification and state that you are attending the “LD Generator Unit Six Installation Industry Day”. Your name will be checked against the pre-registered attendees’ list and you will then be directed to drive to the Administration Building where you will park your vehicle for the entirety of the site visit. LD and Construction staff will direct you to the conference room for the safety briefing and project overview prior to proceeding to the powerhouse. Safety equipment is not required for the warehouse tour. Your safety gear will be inspected before entry into the powerhouse. Participants may be divided into groups of six individuals to comply with COVID guidelines. Small groups shuttle to and from the powerhouse in Government vehicles depending on the number attending.
