EPOCH Integrated Product Suite (IPS) Licenses and Support

THIS IS A SOURCES SOUGHT ANNOUCEMENT. IT IS NOT A SOLICITATION, NOR DOES IT GUARANTEE A SOLICITATION WILL BE ISSUED. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE.

Any information submitted in response to this Sources Sought Announcement is strictly voluntary.  The Government will neither award a contract solely based on this notice, nor pay for any information submitted by respondents.  This notice is a request by the Government to collect information from capable and interested vendors for the purpose of market research.  Failing to provide a response to this announcement will not prohibit/exclude an interested vendor from participating in a possible future solicitation.

The National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Service (NESDIS), Office of Satellite and Product Operations (OSPO) and the Mission Operations Division (MOD) is seeking capable and interested vendors to provide licenses and support for the EPOCH Integrated Product Suite (IPS). Licenses and support are required to maintain accurate data provided by NOAA’s ground system and NOAA’s fleet of satellites to include: Geostationary Operational Environmental Satellite (GOES), Polar Operational Environmental Satellite (POES), and the Defense Meteorological Satellite Program (DMSP). 

The anticipated period of performance shall include a twelve (12) month base period and four (4) twelve (12) month option periods.

The Government anticipates approving a Brand Name justification supporting the EPOCH IPS. The anticipated NAICS code for the acquisition is 541519-Other Computer Related Services with a small business size standard of $30.00 Million Dollars (Exception: 541519-Information Technology Value Added Resellers with a small business size standard of 150 employees).

EPOCH Webic & Archive Manager Licenses - Qty: 1

EPOCH Annual Software Escrow - Qty: 1

Capable and interested companies are requested to provide the following information in response to this Sources Sought Announcement:

1. A statement AFFIRMATIVELY stating that you are able provide the required licenses and support and why you believe your firm has the capability to satisfy the above requirements. Therefore, each capable and interested prime contractor/firm is encouraged to submit a capabilities package (not exceeding 10 pages total) demonstrating the ability to perform the work described above;
2. Your firm’s Legal Name, Physical Address, Unique Entity ID (UEI) number, CAGE code and Point of Contact information including email & phone number;
3. Your firm’s business size under the NAICS Code 541519. If you’re firm is a small business, please specify whether your firm is HUBZONE certified, Service Disabled Veteran Owned, Women Owned, or 8(a) program; and
