Description
Pursuant to FAR 13.106-1(b)(1), the Federal Highway Administration (FHWA) intends to negotiate a sole source purchase order with the OASIS for its annual OASIS Open/NIEM Membership. This will be a firm-fixed price purchase order, in accordance with FAR Part 13 simplified acquisition procedures. From the time of award, the period of performance will be a one-year base, with two one-year options, for a total of three years if all options are exercised.
The OASIS membership at the Open Project general sponsor level, for a three year period from time of award. This will enable access and participation in the development and standardization of open standards in accordance with Office of Management and Budget (OMB) Circular 119 mandating use of voluntary consensus standards.
OASIS is the only organization that allows for the use of voluntary consensus standards that is publicly available at no cost, and allows for cross domain participation. OASIS provides transparent governance, operating procedures, and a cross-organizational path to information exchange standardization. The consortium produces more Web services standards than any other organization along with standards for security, and e-business.
