Please see attached Technical and Analytical Support Services (TASS) solicitation and its nine (9) attachments (1-8 + 1A).
Solicitation HR001123R0001 is a Request for Proposal (RFP) issued by the Defense Advanced Research Projects Agency (DARPA) under North American Industry Classification System (NAICS) Code 541990 "All Other Professional, Scientific, and Technical Services." DARPA Contracts Management Office (CMO) intends to award approximately seven (7) multiple-award Indefinite Delivery / Indefinite Quantity (ID/IQ) contracts under a single full and open competition solicitation.
DARPA has determined that the Highest Technically Rated Offerors with a Fair and Reasonable Price best value evaluation approach will best achieve the objective of awarding contracts to Offerors with qualities, experience, and approaches that are most important to DARPA. Proposals will be rated in accordance with the following evaluation factors, listed in descending order of importance: Factor 1: Technical Experience; Factor 2: Management Approach; Factor 3: Past Performance; Factor 4: Small Business Participation; and Factor 5: Price.
NOTE: There are currently seven (7) DARPA-wide TASS IDIQ contract holders under contract numbers HR001118D0001, -0002, -0003, -0004, -0005, -0006, and -0007 expiring in August 2023.
Description of Requirement:
DARPA’s mission is to create breakthrough technologies for national security by making pivotal investments in new technology-driven ideas for the United States. In order to fulfill this mission, DARPA relies upon support contractors to provide world-class customer service delivered by highly qualified professionals dedicated to the development, implementation, and maintenance of efficient and effective programs and services using teamwork to improve the work process; provide the highest quality customer service; and accomplish the tasks on time using initiative, innovation, and cost consciousness.
The DARPA-wide TASS contracts will be a centrally managed multiple-award Advisory and Assistance Services (A&AS) ID/IQ contract, with a combination of Fixed Price, Cost-Reimbursement, and Labor Hour task orders. The ID/IQ contracts will have a 5-year period of performance, anticipated award date in July 2023, anticipated start date in August 2023, and a combined ceiling of $1,250,000,000.
These centrally managed services contracts will provide support in the following areas: science, engineering, technical, administrative, financial management, acquisition, public affairs, congressional affairs, legislative affairs, military operational support, general counsel, and challenges/events.
The level of effort anticipated for this contract corresponds to the amount of research activity at DARPA. The Contractor shall be of the size, equity, and experience to manage the entire portfolio of services across several task orders. The Contractor shall have reach-back and/or inherent contractual capability to provide for rapid ad-hoc and high-quality support. The Agency has a small organic Government staff. This contract will require contractors to provide expertise and experience to accomplish a broad range of technical and analytical services.
