Description

LTRaC MAC 1 PRESOLICITTION NOTICE:  This notice provides a copy of the DRAFT Request for Proposal (DRFP) W900KK-25-R-0001 for Industry review and feedback.

Potential Offerors are encouraged to comment and provide feedback on all aspects of the DRFP, including, but not limited to the requirements, SOW, CLIN structure, schedules, proposal instructions (DRFP Section L), and evaluation approaches/criteria (DRFP Section M), attachments, and/or other programmatic risk issues associated with the performance of the work. Potential Offerors are requested to identify unnecessary or inefficient requirements. The Government IS NOT requesting proposals in response to this DRFP, does not intend to award a contract on the basis of this DRFP, and will not pay for any information received regarding this DRFP. Therefore, any references to the submission of a completed SF33 are not applicable to this DRFP.

Feedback and comments regarding the DRFP are to be submitted utilizing Attachment 4 - Draft RFP Questions/Comments Form, and should be submitted electronically in writing to the Contract Specialist, Helen.G.Simpson2.civ@army.mil, by 2:00 PM EST, November 18, 2024. If a respondent believes their comments contain confidential, proprietary, competition sensitive, or business information, those questions/comments shall be marked appropriately. However, questions that are marked as containing confidential, proprietary, competition sensitive or business information will not be provided with a Government response. The Government will consider all comments received in preparation for the Final RFP.

To the extent a comment leads the Government to revise the acquisition approach or requirements, the change will be reflected in the Final RFP. Documents related to this acquisition, including this presolicitation notice, the solicitation, attachments, any amendments will be attainable electronically from the Government-wide point of entry website at www.SAM.gov. It is the potential Offerors responsibility to monitor the website for updates.

BACKGROUND AND OBJECTIVES: The U.S. Army Contracting Command-Orlando (ACC-ORL) has a requirement to establish the Live Training Ranges and Combat Training Centers (LTRaC) Multiple Award Contract (MAC) 1 which will consist of the work required to provide and install live-fire training systems to support military ranges worldwide. These systems will utilize the Government provided Basic Army Target Lifter (BATL) Technical Data Package (TDP) and available equipment offered by contractors with minor modifications allowed to support military needs. All equipment installed under this contract will be used for training conducted both day and night and under all weather conditions.

LTRaC MAC 1 involves work at any live-fire training area to include portable / deployable ranges, Home Station ranges, the U.S. Army’s CTCs and other services live-fire ranges. MAC 1 includes presentation devices (i.e., Stationary Infantry Targets [SIT], Stationary Armor Targets [SAT], Moving Infantry Targets [MIT], and Moving Armor Targets [MAT]), communication devices, other commercial targets, and ancillary hardware. Lastly, this effort includes Information Technology (IT) hardware and the Government approved range control software to operate the range.
