Notice of Intent to Sole Source NLign Software License and Maintenance

Commander, Fleet Readiness Centers (COMFRC) Procurement Group, Patuxent River, MD 20650 MD, hereby gives notice of intent to award a purchase order to NLign Analytics, Inc., (Cage Code: 89XY5), on a sole source basis in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), only one source is reasonably available and no other supplies or services will satisfy agency requirements. The purchase order is anticipated to be a one-time purchase.

This acquisition will provide the ATE/Structural-Mechanical Analysis Laboratory at NAVAIR North Island: RDT&E VSYSCOM ID 942 with ongoing licensing support for already existing NLign Application Software.  NLign is a specifically tailored application developed for FRCSW use via a SBIR contract to fulfill unique engineering requirements. NLign with its specifically developed FRCSW capability does not exist on the open market nor is it available for resale; no equivalent product exists on the open market with current capability.  For this reason, the government intends to procure these services on a sole source basis from NLIGN Analytics Inc.

THIS NOTICE OF INTENT TO AWARD IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within three (3) calendar days after the date of the publication of this synopsis, will be reviewed. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.  The Government will not reimburse interested parties for any presentation, marketing efforts, or data related to this notice.
