Description

As a result of the GAO’s recommendation to solicitation protest B-408685.18, GSA has implemented revisions to the OASIS SB On-Ramp solicitation to comply with current procurement law and to improve the on-ramp solicitation/offer process. In response to the GAO’s recommendation, both Prime/Subcontractor Contractor Team Arrangements (CTAs) and Joint Ventures may now utilize the experience of their First Tier Subcontractors; see Sections L.2 and L.5.1.10 for additional information when utilizing First Tier Subcontractor experience. GSA has also taken this opportunity to incorporate the remaining OASIS SB Pools (Pool 3 and 4) that will be On-Ramped into this solicitation. OASIS SB Pools 1, 3, and 4 are now able to have offers submitted for through this solicitation. While the solicitation title and amendment number has changed from OASIS SB Pool 1 On-Ramp Amendment 05 to OASIS SB Pools 1, 3, & 4 On-Ramp Amendment 0, there has been no cancellation of the OASIS SB Pool 1 On-Ramp. The change in the name/numbering system as well as the use of a new FBO posting is in order to improve clarity and reduce confusion based on feedback from industry. Due to the numerous changes to the solicitation to include the submission method, all offers submitted in response to Pool 1 must be resubmitted under this amendment. The Government will not proceed with the evaluation of any offers submitted under the previous SB Pool 1 On-Ramping solicitation unless they are resubmitted in response to the OASIS SB Pools 1, 3 & 4 On-Ramping solicitation. All proposals will now be utilizing the more streamlined Symphony system for submission rather than the previously utilized GSA GACA process. This system will assist Offerors in the timely and complete submission of their proposals, as well as assist Offerors in communicating questions and receiving answers from the OASIS office.
