Description

The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisitions Division-Kansas City office intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with TE Technology, Inc., 1590 Keane Drive, Travers City, MI  49696-8257, for 30 each Thermoelectric Air Cooler, AC-194, for the National Logistics Support Center in Grandview, MO. 

Sole Source Justification

The purpose of this acquisition is to obtain Heater Cooler Assemblies.  The high usage/demand heater is critical to climate control within Radar Shelter for electronics and to ensure mission support of NEXRAD. The requirement is close to emergency level. All spares for this system are required to be identical to the item which was provided with the original equipment. It is not possible to substitute for this item or use a suggested replacement. Any logical spares must meet fit, form and function identical to the original equipment item. TE Technology, INC., considers the Heater Cooler Assembly proprietary and so is the only known source of supply. The Heater Cooler Assembly by TE Technology, INC., which is currently in use since 1999, was subject to stringent qualification regime which included operational, field and environmentally tested after the initial build of the NEXRAD Radar and subsequent repair. TE Technology built the AC- 194 to Radar Operation Center specification. Several different brands were tested, but couldn't endure nor pass Fit, Form and Functional test required to keep the Radars operational. Acceptance of any other item other than the original would require testing to be completely accomplished, which would at a significant cost to the government and Radar systems would be unavailable during this period.

Special Notice
This is the only notice to be posted.  This special notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the needed oil may submit substantiating documentation in writing within the open period of this notice.  Responses can be sent via e-mail to shelley.neubert@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. If no documentation is received, award will be made directly to TE Technology, Inc. 

DOC, Eastern Region Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM).
