Notice of Intent to Sole Source

In accordance with FAR 8.405-6(a)(1)(B), the United States Marshals Service (USMS) intends to negotiate/award a sole-source contract to Ascella Technologies, Inc., 205 Van Buren Street, Ste 201, Hendon, VA 20170-5348; Cage Code: 1X0X8; and UEI: ZW24WXQ92VF9. The NAICS code is 541512.

This requirement is to provide Financial Data Allocation Platform (FDAP) Operations and Maintenance Support for the Financial Service Division (FSD), Offices of Budget Execution, Budget Formulation, and Financial Reporting and Business Integration Section. Ascella Technologies is the sole manufacturer and exclusive proprietor of the FDAP software and is the only capable vendor that can fulfill this requirement due to data and intellectual property rights of this platform.

This notice of intent is not a request for competitive quotes. All interested parties may identify their interest and capability to respond to this requirement.  Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement.  USMS will not be responsible for any costs incurred by interested parties in responding to this notice.  

The determination not to compete this proposed contract action is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by responding to this notice.
