An amendment to this synopsis is being issued due to the following:
- Solicitation number changed from FA448623R0001 to read FA448623R0002.
- Updated version of DoD Source Selection Procedures is dated 1 September 2022 instead of 1 April 2016.
This notice does not constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to notify potential offerors that the 765 ABS/CONF/PKA at Lajes Field, Terceira, Azores, Portugal, intends to issue solicitation FA448623R0002. This announcement serves as the advance notice for this project. Responses to the synopsis are not required.
The North American Industry Classification System (NAICS) code for this acquisition is 236220 – Commercial and Institutional Building Construction.
This synopsis is for a solicitation that will include the project that consists in the conversion of the former bowling alley, building T-169, into two independent areas: Laundry and Housing Management/Furnishing Management Office (FMO) Warehouse. The work includes the demolition of all interior finishes and partitions related with the bowling alley function, construction of new partitions including all finishes, new utilities, new loading docks and openings and the replacement of the existing built-up roof system with a PVC liner roof system.
This will be a firm fixed price, purchase order contract. In accordance with FAR 36.204(f), the estimated overall contract magnitude is between $1,000,000 and $5,000,000. The selection will be made using lowest price technically acceptable procedures, in accordance DoD Source Selection Procedures, dated 1 September 2022.
The solicitation, as well as all notices and amendments, will be posted to the Government Point of Entry located at https://sam.gov/content/home and to the Chamber of Commerce of Angra do Heroísmo soon. The closing date, time for submission of offers, as well as the date and time for pre-proposal conference and site visit will be contained in the solicitation package.
Potential offerors are responsible for monitoring this procurement for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. All notifications and amendments will be disseminated in the same manner as the solicitation.
All contractors must be registered in the System for Award Management (SAM) or their proposal will not be considered. Contractors can obtain further information on the System for Award Management (SAM) at web site https://sam.gov/content/home.

THIS INFORMATION IS PROVIDED FOR INFORMATION ONLY. The contemplated contract is to be performed in Azores, Portugal. In accordance with (IAW), FAR 52.236-7 (modified IAW AFFARS 5336.507), "Permits and Responsibilities" - The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government and political subdivisions laws, codes, and regulations applicable to the performance of the work. Also, IAW DFARS 252.225-7042, "Authorization to Perform" - The Offeror has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed.
Notice to Offerors: Funds are not presently available for this effort. The Government reserves the right to cancel this acquisition, either before or after the closing date. In the event the Government cancels this acquisition, the Government has no obligation to reimburse an offeror for any preparation costs.
